The Ethiopian Electric Power (“EEP”) has received financing from the European Union (“EU”), the management of which has been delegated to the Agence Française de Développement (“AFD”), and intends to use part of the funds thereof for payments under the following project: Consultancy Service for Leadership Development Program at Ethiopian Electric Power (EEP) to Bring Transformational Mind-set Shift
1. Project Objective
The services of the consultant shall consist of designing and implementing a comprehensive, competency-based leadership development program for 100 leaders of Ethiopian Electric Power at intermediate and advanced levels, in a manner that drives a sustainable mindset shift in leadership capability, organizational culture, and strategic thinking. The program aims to address the current fragmentation in leadership development, validate and institutionalize core leadership competencies, and advance EEP’s vision of becoming Africa’s Renewable Energy Hub through capable, agile, innovative, and visionary leadership. The program must be tailored to EEP’s evolving organizational and sectoral demands, extend beyond traditional classroom-based training, and promote long-term behavioral, cultural, and organizational transformation.
The Services of the consultant shall consist of a technical assistance assignment to support the following components:
- Diagnostic and Competency Validation: Review existing practices, validate 7 core leadership competencies (Strategic and system thinking; Building Organizational Culture ; Decision Making; Performance Management; Change Management ; Developing Others and ; Organizing and Coordinating competencies) , and conduct key informant interviews/baseline surveys.
- Curriculum and Manual Development: Design a modular, blended leadership curriculum for intermediate and advanced levels, including facilitator guides and self-learning tools.
- Training Delivery: Implement blended delivery for 100 leaders applying adult learning techniques (simulations, peer learning, coaching).
- Assessment and Certification: Conduct baseline, interim, and final assessments (including 360° feedback) and certify participants based on KPIs.
- Institutionalization: Establish a Leadership Learning Pool and develop internal frameworks for sustainable leadership development.
- Exposure Visit Facilitation: Organize a regional or international exposure visit for up to 5 EEP managers.
Services are expected to start in November 2026 and have an approximate total duration of eighteen (18) months.
2. Selection of Applicants
The Ethiopian Electric Power /Client/ would hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to:

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant should demonstrate an annual average turnover of at least USD 500,000 (or equivalent) for the last three years (2023–2025).
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any of the JV members) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
a copy of the JV Agreement entered into by all members
Past experience in the energy sector in East Africa would be an advantage.
It is also expected that:
a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. A maximum of 15 past experiences shall be presented by Applicants.
Determination of the Applicants will be based on the criterias listed in the below table:

Determination of the similarity of the experiences will be based on:
- The contracts size;
- The nature of the Services: "technical assistance”;
- The technical area and expertise: “management consultancy”, “organizational development”, “leadership capacity building”, “competency-based programmes”, “training engineering”
- The location: “in Sub-Saharan Africa”, "in the Client’s country" (Ethiopia) or other.
The Client will also take into account for the evaluation of the applications the following items:
Local representatives/partners;
Quality assurance procedures and certifications of the Applicant, as necessary
It is also expected that:
- The team leader should be fully dedicated to the project and in addition to his sectoral expertise, will be able to assume several roles in the services such as coordination, monitoring, and reporting of the assignment;
- All the members of the applicant team must have at least B2 level in English .
For a JV, its leader and any member that has its registered office outside the Client's country shall fulfill each of these criteria.
An application that does NOT meet any of these requirements will be rejected.
The Services will be performed mainly in Addis Abeba and, if required, in the region where there is a high number of leaders to train. However, no training witll be delivered in areas with security considerations.
Among the submitted applications, EEP will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
The Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
3. Guidelines for the Expressions of Interest
Expressions of Interest should be submitted in one (1) hard copy and one (1) soft copy in PDF format in a USB flash drive.
In order to ease the evaluation process, it is required that the application documents do not exceed
Eighty (80) pages written in English language, gathered in one (1) file with a maximum size of 10 MB.
The expression of interest file shall include, at a minimum:
- The letter of expression of interest signed by the Applicant or representative of the JV;
- The copy of the co-contracting (joint venture) agreement (if relevant);
- The presentation of the main Applicant (legal existence, organizational chart & staff, financial statement/turnover over the last 5 years etc., certificate of non-bankruptcy if available);
- The relevant past and ongoing references of the Applicant since January 2016 (see “Determination of the similarity of the experiences above”) with brief description (year(s) of implementation, duration of Services, brief description…)
- A concept note of up to Two (2) pages describing briefly the understanding of the service, its methodology, its organization including articulation of international and local expertise, its recommendations and prerequisites;
- The signed Statement of Integrity, Eligibility and Social & Environment responsibility (see appendix).
The Expressions of Interest must be submitted in a written form to the address below in person and by email no later than July 13, 2026 at 4:00 pm local time (Addis Ababa, Ethiopia). And the proposal shall be valid for 90 days.
The submittals should be presented in English.
Note: In addition to the Email submission the applicants must submit One (1) original hard copy and One (1) electronic version on a flash drive physically or by courier to the address below.
