   1 Qualified Origin：
（1）Domestic bidders must be independent legal persons registered in accordance with the law. In the bidding documents must provide qualified enterprise legal person business license, and in nearly three years (2018-2020) is profitable.
（2）The bidder shall submit the original of the power of attorney issued by the Legal Representative and the photocopy of the identity card of the authorized person (the original identity card of the authorized person will be checked before the opening of the bid).
（3）An overseas bidder must be an independent legal person registered in a country or region that has normal trade relations with China and shall have accredited office in the country of the Purchaser. And in the past three years (2018-2020) is profitable.
2.Finance requirement:
（1）The average turnover of the bidder in recent 3 years shall not be less than RMB 460 million (the exchange rate of conversion will adopted in accordance with the selling price of the bank of China on the bid opening day), provide the annual financial statements of last three years (balance sheet, income statement).
（2）The bidder shall provide the copy certificate of bank credit issued within 3 months before the deadline of the bid submission, and the amount of a single bank certificate shall be no less than RMB 70 million yuan or equal euro.

3.Experience and qualification requirement:
（1）Bidders (including domestic and overseas) shall successfully implement at least 3 heating project financed by foreign government loan or loan of international financial organizations for last 3 years (2018-2020), of which one contract amount is not less than EUR 6 million. A copy of the contract of the similar project and the contact information of the project unit must be provided in the bidding document (the date of signing should be between 2018-2020, the original contract shall be prepared for check) and contact information of the project unit.
（2）The bidder (including domestic and overseas) has no breach of the contract caused by the Supplier’s liability for the past 5 years.
