At least 4 reference projects in the technical field "on Article 6 market mechanisms" and at least 2 reference project in the region of Africa in the last 3 years.

Bidder reduction criteria:

1. Technical experience:
- Develop and improve Methodologies for carbon markets
(20%)
- in energy efficiency in buildings
(20 %)
- in capacity-building on carbon markets climate change
(20 %)
- in Article 6 market mechanisms
(20 %)

2. Regional experience:
- in Africa (10%)

3. Experience of development projects (ODA-financed)
- Experience of development projects (at least 50% ODA-financed) (10%)
